Not sure what are the best but we chose FL rather than our home state GA because the laws were favorable to aparents. We too had a heart break previously.
In FL a bmom can not sign until 48 hours after birth but then it is irrevokable. In GA, once she signs a bmom has 10 days to change her mind.
If you go with FL I would be glad to tell you about our agency. They are great.
