RE: Delays in public agency adoption
My impression is that Maryland is a state that is more sympathetic to bio parents than others, and the Courts are reluctant to change the plan to adoption. Without the Court's sanction, DSS cannot proceed.
With respect to subsidy, Maryland does offer a post-adopt subsidy for medically fragile children that may equal the treatment foster parent reimbursement. This allows parents to purchase the services they may need. How do biological parents make it!!!
