In my case, the bioloical father's whereabouts are unknown. It does not mean that I didn't have to do any work...I had to make every possible attempt to locate him and document all of my efforts and then post a legal ad in the paper with the "notice of hearing". That ran me a few hundred dollars, and took a few months longer than would have for someone who could get the biological parent to consent. The kit itself was only about $30. I'll leave the number and address for anyone who might find it useful...

I am in Pima County, so it's not just info for Maricopa. I'm not sure if it could be used under other circumstances, but you could call and ask...
