Try a second hand store or consignment store for car seats. Sometimes you can get really good deals, but be careful, because sometimes they can be as much as an inexpensive new one. If it is a name brand carseat and looks to be in good condition, I don't see where it would be a problem. Is there any way that you can contact the social worker and ask about what to expect, before you go out and buy a bunch of things?
Good Luck with your new children. I pray that everything works out for the best.
