I'm in Illinois too.....and frankly, there are crummy agencies, just like there are good ones too. Maybe you've got a crummy one (there are plenty.....).
If it isn't going to cost a lot of money, then I'd change. If you're in the process of having a homestudy done.....having some ding-bat write a homestudy based on 'her/his' experiences and not yours, can sometimes be a tough thing to overcome........(and if this were the case, you'd end up changing agencies anyway....)
We've adopted many times.....and three of the seven have been through the foster/adopt system (which we would not do again)..............however, it's a business......and with that definition, comes the fact that there are 'good and bad'. Do yourself a favor..........find a better agency.
