We adopted four newborns and none of our adoptions were in the $20,000-$25,000 range. (This includes traveling expenses!)
Go to the area of this site that is broken down by state and then post where you are and how you are looking for an agency there and hopefully, someone can help you.
Also, with any agency you deal with, they should be able to break down the financial fees for you.
