On every consent form I have ever seen where revocation of consent is possible, the revocation needs to be done with the approval of the court. She may ( depending on what state you are in) be able to revoke her consent.
That does not necessarily mean that a stepparent adoption will not occur. It may happen without her consent if there are other statutorial grounds. If she does have her consent revoked they may have to proceed with the adoption as a contested one.
She may not follow through with the revocation if it requires court hearings and then there is the possibility the court may not grant it.
