The adoption of my son was finalized in March. At first there was a lot of red tape and frustration. Tons of unreturned phone calls and "I don't know", "You have to do this" or "Let me find out and call you back". Be presistent!!! But nice. In the end, I hired a private attorney and called him frequently until my son was officially allowed to be in our custody. (luckily we brought him home from the hospital and "babysat" him till all the paperwork was processed through the courts. He did not have to go to a foster home.)
Maybe you could get the caseworkers' e-mail address and do some of your communicating that way. It also gives you a good record of everything that is going on and is cheaper than calling all the time!!
