How to go about adopting a child with a specific medical disorder

What is the best way to track down children available for adoption with a specific chromosomal disorder (Trisomy 13). 90% of these babies die before age 1 so the process would necessarily need to be expedited. They have major physical and developmental problems. I would imagine most agencies would not consider these children adoptable so would there be another route to finding out about them. Is this a shot in the dark?
