This situation does happen. It means that your adoption worker has two families being considered.... I recall asking our worker how this would work and what he would do if it happened....He told us it had happened to him several times.
He assured us that he would simply represent both families with the same vigor (of course my feeling is that human nature would over rule and the worker would naturally have an oppinion as to which family they would feel the match was best for...)
Also from what I understand about the process of committee is that each FAMILY's worker has some time to present the family they represent and 'pitch' for them and the actually decision is made between the committe members with the families workers only ava. for questioning....In other words the Adoption Worker you have is NOT part of making the actually decsion only in representing you as a family.
Does that make sense?
