If Texas is anything like Maryland, you will need to foster the child for a period of time before finalizing the adoption. We have adopted twice through foster/adopt. If you decide to go ahead with this, my recommendation is to make sure they realize that you are interested in children who are low risk. That means it is unlikely that they will be able to be reunified with their birthfamilies. There are still problems and you may have a few false starts - particularly in teh courts. Good luck!
