I am referring to an adoption subsidy for a disabled child. If your friend is adopting a baby through an agency in NY, they can help her apply. A child gets the subsidy from the state he/she is born in. For instance, my daughter adopted here in Florida where we live gets subsidy through Florida. My children adopted from NY get NY subsidy.
Your friend must first make sure that the child is approved for SSI before applying for subsidy.
