When my husband and myself decided to adopt, we searched Pa adoptions. Their are alot of children listed at AdoptPaKids.com, right here in Pa. The SWAN site was very helpful to us, along with the people we spoke to, and we are presently starting adoption process to adopt a family of four. Their are all age ranges, and the fees state "little to no cost". Most of these children are currently in foster homes. You might care to check this site out.
