http://travel.state.gov/adopt website has old information for the former Yugoslavia; however, I believe that the State Department's idea that it is very difficult to adopt from the area remains on target.
To be sure, and to get updated information, contact the U.S. Embassy in Belgrade, which handles Montenegro issues. The website of the embassy, at

You can also contact the Embassy of Serbia and Montenegro in the U.S, which is located in Washington, DC. The website of the Embassy, at
