I'm in FL, but just now did an online search (NY FOSTER CARE) and found your state office of Children and Family. They did have what appears to be quite a bit of information, which you could read at your leisure. There is also a link for finding who you're to call within your county. Which you could followup with should you be interested after reading what they have to say.

In my county here in FL (each state operates differently) there is an unbrella system setup. With the company working directly with DCF for our county HCK, and then under that company there are 7 agencies you can work with to foster, adopt, etc.

I have found that when calling DCF directly it takes more than a week to get a call back. No kidding, I was shocked as well. That's why it really pays to find out if you can work with another company and still be in the system. Such as we are doing.

I don't know what NY requires, but try to go to the next orientation. These are very helpful and educational, with no $$ output, and no obligation.

Breaking into the system is hard, but that's what we're here for.

If you still keep hitting brick walls you can try what I did. Online searches for things like waiting children NY, but what I gave you above should act as a good base.
