I do not feel you're a bad mother or person for that matter, you know what your limits are and that's great! You are thinking of the child.
However, I am not familiar with the fost-adopt program, I'm sure that you'll be attending classes and they may help you feel more comfortable caring for a child of another culture and you may choose to reconsider.
