Try Family Finders or Agapa. Also try your local Department of Human Resources. There are alot of children out there who need foster homes. You are more likely to adopt a child who you are fostering
then if you just want to adopt through the state.
You will find great joy in opening your home to these needy children. Please consider fostercare.
