I've been interested in looking into adopting from the USA as well- however, what I have learned is there are a LOT of children allowed to leave US for Canadian homes! Often it seems its through private agencies- though I've heard some state agencies allow it- just haven't been able to find out specifics on which ones :-)
APPARENTLY however, the provincial Ministry of Community and Social Services has to issue a Letter of No Objection to the Ministry of Immigration- and Com/Soc.Services doesn't like doing that for American born children- they have been known to claim its illegal to adopt from USA because USA & Canada haven't signed an agreement through some Hague Convention or whatever- but, its still be done and children have still come across - legally! It appears that if the adoption is finalized in USA prior to child arriving, then there is not legal precident to keep child from coming into Canada because it is the legal child of the Canadian parent/s and will be granted landed immigrant status.
