I would recommend you speak with an attorney first (I highly recommend any of the attorneys at Walling & Berg (
www.walling-berg.com). If you don't already have a home study, you will need to get that done quickly too. If you're concerned about expenses (and who isn't?!!) you can have your homestudy done for $2,000 or less by a reputable Int'l adoption agency (if you want things to get done quickly, your county might not be your best option).
