It is amazing there are so many children in orphanages, yet so few are cleared for adoption. When we first started this process, I thought there were many, many children hanging out waiting for families, which isn't exactly the case.
Our agency keeps assuring us that there will be more referrals coming, and the waiting period should decrease soon. The new law should make a big difference, making many more children eligible for adoption.
We have been told that there were people waiting with our agency for 2and one half years, and they decided it wasn't meant to be, or they adopted from another country. The referral intended for them then was returned to Latvia and the officials look at the list of parents to find the next match.
Don't know if any of this is news to you... But I sure understand your frustration with the long wait.
