That is so wonderful! We are adopting from Russia, but the way we have gone about it is diff. It is indeed standard practice to make 2 trips to Russia and with each trip paying country fees and what not. Russian law apparently prohibits details being given out unless the adoptive parents are in country (not sure if this law is regional for country wide). That being said, I'm not sure of any way around making that first trip. It is a lot of money, but in the end if he wants to be adopted that is all that matters. If he tells you no, then I believe since you are with an agency, they would try to accomodate you with another referral at that time if one is available if that is your wish. I know your wish is to adopt that particular little boy, but if he says no do you want another referral? I guess that is another question to ask yourself.
