Ethiopia technically allows singles to adopt healthy babies but many agencies are putting restrictions on it. Mainly because during the Fall, the Ethiopian officials review their adoption laws and make any changes. Right now, Ethiopia is considering not allowing singles to adopt and many orphanage directors are putting limits on singles. Most agencies don't want singles to start the process and then later find out they cannot adopt.
So with that being said, if your open to special needs, Ethiopia might be a good option for you. Otherwise, you might have a hard time finding an agency to work with - although is not impossible if your persistence.
Right now, international adoption is in "survival mode" as many viable countries have closed their programs. Many countries like Vietnam and Guatemala were once very good choices for single parents but now, they are no longer open.
Some countries that might be a good option for you are would be Russia, Bulgaria and maybe Kazakhstan if your open to a long in-country stay and multiple trips. Otherwise, you might want to consider foster care adoption, domestic infant adoption or sperm donation.
