i like the idea of undies under a pull up.
but another thought is that maybe she's interested but not ready?
when julian was hit or miss we encouraged him by bringing him to the potty often and asking if he wanted to use the potty but we waited to put him in undies full time until he was much more hit than miss.
i know it's not a popular approach but it worked great for us.
