I'm going through the waiting child route as we speak (or I write) and I agree with the Ethiopia thought. There seems to be more flexibility and no shortage of children needing good homes.

I can also say that of the profiles we've seen of the children from Ethiopia, the special needs often have much to do with malnutrition issues. You can check out the different agencies and the countries with which they work and they often have comparative workups that show you the breakdown of requisites, available children and waiting children. Looking around and requesting information packets would be the best place to start, in my opinion.
