If that is the case then why is there a part of the SS office here that basically only does name changes? If infact the law stated what you say then they wouldn't need an area that does name changes. They would issue new SS numbers to anyone whom changes their name. And they have been pretty strict here after 9/11.

And in your case you could get it changed because of the childs age here.
