Illinois has one of the highest rates for homestudies that I've ever come across.
It is because, in order to 'approve' you, you have to go through these classes and become "certified to foster" even if you aren't going to nor have any intention of ever fostering.
Usually, the cost involved covers that, but not always.
We investigated a lot of options before we finally decided and in the end, the prices weren't that different from provider to provider.
It's been a number of years since we investigated (almost 5 years) so pricing would have changed - but based on what you posted, they don't seem to have changed that much (we were quoted everything from $3100 - $4300 for the study/classes - the cheaper one being from a more rural area that would have eventually cost us the same due to travel/etc expenses)
