I found some great waterproof cloth training pants online. The brand name was Imse Vimse (Itsy Bitsy in some foreign language). They are cloth on the outside as well as the inside, with a waterproof layer in-between. Most of the Websites I shopped at had a very limited supply, so I hope they haven't been discontinued. They generally "hold" one pee.
Patty Potty has some trainers with plastic covers, but this product wasn't a favorite with me. You might also try rubber pants (used for cloth diapers) worn over regular cloth training pants. I didn't try this, but I understand some folks do.
I liked the idea of waterproof training pants, but it does take a little longer to train that way. The quickest way is to let them pee down their leg so you can catch them in the act most times. But the waterproof ones were good for times when pee puddles were not a reasonable option.
