Unfortunately, agencies will not allow you to start a homestudy for international adoption until at least one spouse is a U.S. citizen. They need to know that you are approvable before they commit resources to working with you.

Also, remember that homestudies expire, sometimes after a year. You don't want to incur extra fees by having to redo your homestudy because you started too early.

As to the outline of activities, adoption doesn't occur "during the entry to the USA." Domestic adoption of a child brought home under a decree of guardianship can take six months to a year, depending on what your state requires.
