Not sure how your state is but here in Florida they would move her in a heartbeat to family if you are in the same state (we were told this when our niece went into care but in another state). You may have to get fingerprinted and cleared but you should be able to get your cousin quickly. I would work up the chain of command (supervisors) to find out why they are not moving her to your home. And find out what they require to move the child to your home and do it. If that doesn't get you anywhere get an attorney and that may make them move faster! Also, find out who the GAL is (if the child has one) and contact him/her. Be persistent and don't give up!
