No DCF wouldn't move the child if they felt re-unification was on the books. They are marking every missed visit, every late visit, the cancellation on mom's part. They are building their case also.
The judge could give her more time since she's trying, but then again maybe not. I was told once that in order to appeal the parents have to hire their own lawyer. If she does appeal, it can drag the case out for another 6 - 8 months and the visits could continue during this period.
