Our teen is our first adoption too. He'll be finalized this fall. We work with a private agency that has a grant through Wendy's Wonderful Kids to place 64 'hard to adopt' kids... virtually all of them are teenagers, most with some form of special need (ours has a rich history of behavioral issues, although he's been fine with us).

We opted to give preference for those kids, as we could talk with their case workers through the adoption agency and get a much more personal feel for what the kids are like than just the 30+ page child profiles. It was actually really helpful in getting a feel for the kids. As soon as I read our son's profile, I knew he was a perfect match for us, and this was confirmed talking with his case worker through our agency and getting that more personal info (his great sense of humor, how personable he is, how he wants to be adopted, etc).

Our next adoption, once our son is finalized, we will do the same thing, give preference to those kids first, as well as kids from the same county our son is from (it's a very screwed up county by way of foster care we want to get a kid out of that situation) now that we have case workers in the county that know us.
