It's ok to ask questions!!!! MOWA stands for Ministry Of Womens Affairs, they are responsible for reviewing each adoption file and providing an approval letter. The letter goes into your court file and is reviewed by the Judge. When your case is heard that letter has to be in the file or you fail. If you fail then you get rescheduled usually takes 3 weeks or so (if your lucky).
