I agree. You can't be sure that her adoptive mom is passing along the messages. Your sister may want to keep her search a secret from her mom and also she may be processing the fact that you answered her! It does take time and its really, really hard to have patience! Believe me I know.
I would give her a bit more time and then try to contact her directly again.
Sometimes all it takes is time.
