You are asking a lot of different questions, too many perhaps for me to answer right away. One thing that comes to mind is that your husband's medical condition may exclude you from adopting from China/Korea altogether; and further, in response to the post about Ukraine allowing you to choose among the "healthiest" children yourself by looking through files - currently that really is not a possibility, particularly regarding girls in the age range you mention, mainly because there are few children available for international adoption. I recommend that before you choose a country, you first approach reputable adoption agencies and find out who would work with you, given your husband's MS. Agencies would probably have a better idea whether you have any options.
