Hi Craven, you don't need "permission" to adopt an 18 year old in Mexico because she is an adult now, she has all the rights and obligations of any Mexican citizen, meaning she can go when and wheere she wants, you need to check if you can "legally" introduce her to USA but this you just need to do it in your country, at least in Mexico she doesn't even need to resign to her mexican status, she can have up to 3 different nationalities. I think it would be easier if you follow the process via her baby and apply for resident status at first, what she could be needing (not sure) is a document that certifies that she is her own guardian due to the adult age differences, Mexico-18, US-21.
