There's a reason the big agencies will no longer take on adoptive parents with a history of depression and especially if they're on meds. Apparently your dossier can go all the way though the proper channels and then be denied at the MOE or even worse, in court.
There was just a thread on this topic on the big Yahoo Kaz board where a woman was denied at the MOE because her agency had never told her that depression meds could be an issue. Unfortunately Kazakhstan doesn't really recognize depression as a medical issue, it isn't something that is generally treated there.
I would talk to your agency and look into how you might be able to frame your depression in your homestudy. good luck!
