Time Time Time

My homestudy was submitted to the state today. I know it is about 30 more days (or more) until approval. My homestudy worker told me clearly that I was most likely to be approved. Then talking to DFPS I was told that I could expect a matching wait of 6-18 months.
REALLY!?!?!?

I am looking for 1 or 2 girls aged 4-8
I am open to children who with moderate to severe emotional issues. I am open to mild developmental, physical, and medical abilities.

The definition of mild in these cases could be "deaf, blind, palsy," etc. Its not "nothing" to be mild.

Are they really telling me that in the state with the largest number of waiting children... there are no children who meet those criteria?

I'm willing to do the work, being "pushy" or whatever. I am hesitant to foster, and have applied for straight adopt. Should I go back and change it? I don't even know if I can with out setting it even further back?

I don't want my daughter(s) to be out there for 18 months if they are available now.

Ideas? How long did you wait? Clues on making the system work better?
