I believe that the orphanages must be the source of the referral, and do the paperwork for the adoption. Any agency working in Rwanda works with one or more orphanages, in order to locate children available.

I know that our old agency, who is very large and well-respected, is beginning a Rwanda program, and they DO have a license from Rwanda, not to "place" the children themselves, but to work with the orphanages to find families for the ORPHANAGE to place the children in. Believe it or not, there's a difference. One is okay, the other is not.

So, yes, you can use an American agency to help you adopt from Rwanda, just as the Europeans have been doing for years.
