Missouri here, jumping boards from Guatemala.
You said you have your COC, why do you want to re adopt? It is not required in Missouri and you should just be able to send your Russia BC and your adoption decree and apply for a BC.
It is possible to do a recognition, but, they are different in every county. Just not sure why you would do one at this point.
