Like Sharon and Samantha mentioned, its generally best to pick your country first then choose your agency. Also, when you choose your agency, its best to choose one that works efficiently in at least 2 different countries. Nowadays, many countries are closing their doors to international adoption at alarming rates! If one country closes or changes their rules you can still adopt from a different country without loosing your money or researching a different agency.
