Hadley, this can happen because once permanent custody occurs (severing off parental rights), relatives are no longer related! If the child is already placed with those relatives and its in the child's best interest, it is likely not an issue, but losing the relative to strangers is a a possibility -especially if the foster parents are interested in adopting too.
