I think that you should call and say you want to leave a message for "the assigned CW for A and B". That way, they don't have to tell you who the CW is ... but can just pass along the message. Say something like "My name is X, I understand A and B are in state care and am interested in providing a home for them. We have Pride training completed ... blah blah. Please call me at (phone number)."
That way, they don't have to release confidential information as to whether or not the kids are in fact, in care, and they don't have to tell you who the worker is, but will hopefully pass along your message. Hope that helps!
