I agree that they'll want to keep the kids together. However, if you have a prior relationship with these kids AND you've already done PRIDE training I would think you have a decent shot of having them placed with you.

And I would go ahead and finish up your foster home study if fostering is something you feel called to do. You do not have to take teens, there are plenty of other children in need of homes despite what anyone may tell you.
