I think you could talk to the emom about her preferences. If you explained the benefits and paid the fee, if necessary, I think most women would be open to it. I mean, cord blood banking is a good thing for the baby whether she chooses adoption or not. The only big snag would be certain religions that do not allow the use of blood products, but I'm not sure which. Like any of those questions about what treatments the baby recieves before TPR, it's her child and, in fact, her blood, so it's entirely up to her. It doesn't seem like the kind of issue you would get much argument about, since it can be so beneficial and is totally noninvasive.
