With straight adoption the bioparents are TPR'd already. They normally don't place the kids on adoption websites until they are free for adoption.

And our home study was done thru CPS here and it was free. We were fostering her until we adopted her. In most states there is a 6 month waiting period before an adoption can be finalized anyways.
