Now, if you wish to adopt a child (straight adoption) you also will need a home study. It sounds like you are wanting to do straight adoption, right? I would then get an adoption home study done and approved and then you can apply for the children you wish to adopt.

except that I thought to adopt typically a child in 'state custody', one must have them in their home for a 6 month minimum before being able to adopt them. technically they'd still be foster kids and more than likely at risk for a relative to come forward to 'claim' them.
