Well having gone thru this with a relative (our niece) whom we did adopt in July maybe I can help.
We also were required to become licensed foster parents. The agency in Idaho (where she came from) would not give us full disclosure until they received our license via the ICPC process. The ICPC process in itself is very frustrating!
Another state won't let you have kids until you have a completed home study. They have to know that your home is safe for the child. I don't think you'll be able to get placement of any child until you have an approved home study at least. They want to make sure everything in your home is in order and you are cleared.
Now, if you wish to adopt a child (straight adoption) you also will need a home study. It sounds like you are wanting to do straight adoption, right? I would then get an adoption home study done and approved and then you can apply for the children you wish to adopt.
Either way I doubt they would move a child from one state to another without approval...and a completed ICPC.
