I think you are right. They hesitated changing it but after explaining that they can and my attorney advised me they can and that both bioparents are currently in prison she decided to go ahead. Then she called me a few days later saying she's mailing me a form for me to sign and mail back to her and she'll then send it off to get it taken care of. I haven't heard a thing since and that was 2 months ago.
I just applied for and received the girls passports on Thursday and when I applied I used the current SSN for Alexis therefore I'm assuming it still hasn't been changed (or they probably would have denied the passport for her-I'm sure they check the name to the SSN). We're going on a cruise in March and decided to go ahead and get them passports.
With the bioparents history I don't want to take a chance of them coming here to find her or using her SSN fradulantly (I wouldn't put it past them). Plus on the website for the SS admin. it mentions domestic violence victims can get their SSN's changed. It was funny cause when I brought that documentation in the 1st lady says "Domestic violence only pertains to spouse or significant others." DUH...like kids can't be abused!!! Shows you how much she knew! Isn't that odd of her to say?
