Short answer, no...
Money you spen in 2008 can be claimed on your 2009 taxes field in spring 2010. Unless you were to finalize in 2008.
For example: we adopted in July 2006. All fees paid in 2006. But we finalized in 2007. So, we did not get any of our tax credit until February 2008.
