I think this sounds like a maneuver for DSS to leave you holding the bag. A lawyer is costly, but seriously, a thousand dollars right now might save you tens of thousands down the road.
I'm sorry, but it really, really does sound like it's time to lawyer up.
One other idea: ask her who the baby's guardian ad litem is, and contact that person. Make sure that he or she knows you're trying to get a foster placement...
